Qissa Khwani Kheer, also known as Peshawari Kheer, is a rich and creamy dessert deeply rooted in the culture of Peshawar, Pakistan. Famous for being served in the historic Qissa Khwani Bazaar (the “Bazaar of Storytellers”), this kheer is cooked slowly to perfection, giving it a unique aroma, velvety texture, and traditional taste that lingers on the palate.
Unlike quick kheer recipes, this version is slow-cooked with milk, rice, and sugar, enhanced with cardamom and nuts, making it truly special and worth every spoonful.

🍳Method
- Soak the rice: Wash and soak basmati rice for about 30 minutes. Drain and boil them. Now blend the boiled rice (into a paste).
- Add rusk: also blend rusk and nuts with boiled rice.
- Boil the milk: In a heavy-bottomed pot, bring the milk to a gentle boil. Add crushed cardamom and let it simmer.
- Add rice: Stir in the boiled, blended rice after adding them to milk and cook on low flame. Keep stirring to avoid sticking.
- Slow cooking: Let the kheer simmer on low heat for 40–50 minutes. Stir frequently until the rice and the milk reduces to a thick, creamy consistency.
- Add Sugar: Add a cup of sugar in a pan and caramelize it on low flame. Keep stirring it. Then add it into boiling milk and rice and mix it well.
- Add khoya: Add khoya (if using). Stir well until dissolved and fully incorporated. Turn off the flame.
- Chill and serve: Pour the kheer into clay bowls or a serving dish. Garnish with more nuts, silver leaf (Chandi ka warq), and a few drops of rose water. Serve chilled for the authentic Qissa Khwani experience.
